Missouri’s medical and hazardous waste management processes are overseen by the state’s Department of Natural Resources (DNR) as well as their Department of Health. Knowing the rules of the state when it comes to medical, infectious, and hazardous waste management is the key to maintaining compliance in your county and state, and with the federal government.
Missouri considers infectious waste as a regulated though non-hazardous solid waste, per the state’s solid waste management law. However, the DNR defines hazardous waste as any waste that has one or more characteristics that make them ignitable, corrosive, toxic, or reactive in some way - therefore to be managed as hazardous waste.
Division 25 (Hazardous Waste Management Commission administrative rules) provide clear instructions in regard to its handling and disposal. For example:

Infectious waste management In Missouri, infectious waste is predominantly known as healthcare waste or medical waste, although the Department of Natural Resources Solid Waste Management rules define it as “a waste capable of producing an infectious disease because it contains strong and numerous enough pathogens that someone who comes in contact with it could get an infectious disease from it.”
Infectious waste generators Missouri’s solid waste management regulations offer infectious waste generators four management options that can be found under their waste classification. For example, a small quantity generator (SQG) produces equal to or less than 220 pounds of infectious waste per month. A large quantity generator (LQG) is one that produces more than 220 pounds of infectious waste within a calendar month. Large quantity generators (LQG) are required to meet requirements of the state’s waste treatment certification process described here in 10 CSR 80-7.010 (1)(B).
The state’s DNR agency is the primary source for information regarding permits, treatment options, and guidelines for storage and packaging of waste streams, as well as transportation and disposal of infectious waste. Refer to the Missouri DNR as well for permits licenses, registrations and fees for hazardous waste and solid waste.
