Are you in compliance with medical and hazardous waste laws in Washington D.C.? The governmental agencies of the District of Columbia responsible for healthcare waste management fall under the guidance of the Department of Energy Environment (DOEE), which oversees medical waste and hazardous waste regulations.
Are you in compliance? If your facility produces any potentially hazardous industrial or medical waste, compliance is a must, not only to reduce the risk of fines and penalties, but for the safety of the general population and the environment.
Where to look for the regulations
In Washington D.C., guidelines for hazardous waste management are under the purview of the DOEE’s Hazardous Waste Branch, which ensures that such wastes are managed in a compliant manner. Any facility that produces hazardous waste in the district is required to obtain an Environmental Protection Agency (EPA) identification number through the branch.
The Hazardous Waste Branch provides guidelines and links for registering as a hazardous waste generator, along with information regarding self-certification for compliance and annual fees.
Washington D.C.’s administrative code is also an excellent source waste generators should become familiar with. For example, turn to Chapter 480-70-041 for general definitions. It is important to be able to define different waste streams, such as the district’s definition of biomedical waste, a biohazardous or biomedical waste generator, and hazardous waste. The district follows the requirements of the EPA when it comes to hazardous waste manifest requirements and other aspects of waste management.
Administrative code 480-70-451 provides detailed information regarding the packaging and containment of biomedical waste, including sharps waste containers.
Familiarity with regulations is the best way to avoid issues of non-compliance, which also comes with large fines and penalties.
Registering as a hazardous waste generator in Washington D.C.
The DOEE provides specific instructions for registering as a hazardous waste generator, along with current fees for such in the district. The fee for a very small quantity generator with eight or more employees is $250 while the fees for a large quantity generator average $1,000. You must complete Form 8700-12 to obtain and keep an EPA ID number.
